Mailing List setup is handled through this tool. There are three types of
lists you can choose from. Once the list is set up it is maintained by
using the Mail Manager tool.

The three types of Mailing Lists are:
- Newsletter - Only the list admin can send to the list.
- Moderated - The admin must ok emails before they are sent
- Open - Anyone can send to the list.
